In 2013, the State of Illinois became the 50th state to pass legislation that allows private citizens to bear arms in public. The Firearm Concealed Carry Act (FCCA) was enacted primarily in response to the 7th Circuit Court of Appeals (CA7) decision in Moore v. Madigan that ruled bearing arms outside of the home is a right protected by the Constitution of the United States (COTUS).
Unfortunately, there are significant gaps in the current law. One that impacts the majority of the U.S. population, including military members stationed on orders in Illinois, is the State’s extreme restriction barring most nonresidents from carrying–either through a reciprocity or recognition scheme or by obtaining a license issued by the State of Illinois.
